Rockville’s Grove 270 Could Replace an Aging Office Campus With 810 New Homes

Another major suburban office park in the DMV could be on its way out—and this time, the transformation could bring 810 new homes to Rockville.

Buchanan Partners has submitted plans for The Grove 270, a major residential redevelopment along Shady Grove Road and Research Boulevard. The proposal covers approximately 25.3 acres in Montgomery County's Great Seneca area and recently entered the county's expedited commercial-to-residential review process. (Bizjournals)

🏢 From Corporate Office Park to Residential Neighborhood

The Grove 270 site is a classic example of the suburban office campuses found throughout the Washington region: several office buildings surrounded by large parking areas and garages.

Buchanan acquired five office buildings totaling approximately 608,000 square feet across about 25 acres for $47 million in March 2025. The buildings date primarily from the 1980s and early 1990s. Now, the long-term vision for the property is dramatically different.

The contrast between today's low-rise buildings and parking lots and the proposed residential environment is what makes this redevelopment particularly interesting.


🏡 810 Homes Are Proposed

The newly filed development plan calls for a total of approximately 810 residential units across the property. County records identify five multifamily apartment/condominium buildings of five stories or more as part of the expedited application. (MCAtlas)

Instead of an office campus where thousands of workers potentially arrive in the morning and leave at night, Grove 270 would introduce a permanent residential population into this portion of the Shady Grove corridor.


📍 The Location Makes This Much Bigger

The site sits in the northwest quadrant of Shady Grove Road and Research Boulevard, just west of I-270. (MCAtlas)

That puts the development within Montgomery County's important Great Seneca life-sciences corridor, where hospitals, biotechnology companies, laboratories, research facilities and major employers are concentrated.

It is also part of a broader area where Montgomery County has been encouraging a more complete mix of housing, employment, services and amenities instead of maintaining large areas exclusively for office use. 🚇 What About Shady Grove Metro?

This is an important distinction. The Grove 270 is not directly beside Shady Grove Metro. The development sits farther west in the Great Seneca/Shady Grove Road corridor, so it shouldn't be marketed as a traditional Metro-adjacent project.

But the broader area has significant transportation connections, including I-270, Shady Grove Road and transit connections toward Shady Grove Metro.


That makes the project's transportation story less about being able to walk out the front door and immediately board Metro—and more about adding housing inside one of Montgomery County's major employment corridors.


🧬 Housing in the Heart of Montgomery County’s Life-Sciences Corridor

This may actually be one of the most interesting aspects of Grove 270. The Great Seneca area is home to a major concentration of life-sciences and health-related employment. Historically, much of the surrounding development has reflected that employment focus. But the area is increasingly getting something else:

Housing.

Grove 270 could put hundreds of additional households much closer to employers throughout the Great Seneca corridor, while also continuing Montgomery County's broader transition toward mixed-use communities.


🏗️ And Grove 270 Isn't Happening in Isolation

Zoom out from the Grove 270 property and something much bigger becomes apparent.The entire Shady Grove/Great Seneca corridor is undergoing significant development.

Nearby, other former commercial and government properties have already been transformed—or are in the process of being transformed—into housing and mixed-use communities.

The separate Shady Grove Innovation District, for example, has been planned as a mixed-use environment combining laboratory/R&D space, hundreds of apartments and a central park.


That project demonstrates how dramatically this part of Rockville is beginning to change from the suburban business-park model.


🏘️ Hundreds More Homes Are Already Being Built Nearby

Another major example is The Grove, a separate 45-acre residential community on the former Montgomery County Public Safety Training Academy property. That development is planned for 646 townhomes, with 15% designated as Moderately Priced Dwelling Units, plus a five-acre civic green and nearly 11 acres of total open space. (Craftmark Homes)

The Grove pictured above is a separate nearby development and should not be confused with The Grove 270.


That distinction is important because the names are extremely similar.

The Grove 270 = Buchanan Partners' proposed 810-home office-campus redevelopment.

The Grove = the separate 646-townhome community already being developed nearby.

Together, however, they demonstrate just how much new housing is being introduced throughout this portion of Montgomery County.


🚇 Another 413 Homes Are Coming Next to Metro

Closer to Shady Grove Metro, The Sage is adding another 413 apartments within one block of the station. The six-story mixed-income project will include studios through three-bedroom homes, with 30% of the apartments designated as affordable housing. So the broader transformation isn't centered on one development. It's happening across several different sites, with different developers and at different stages.


🏢 Why Are So Many Office Parks Becoming Housing?

This is where Grove 270 fits into a much larger DMV real-estate trend. Suburban office campuses were designed around a very different way of working: employees commuting into an office five days a week, large parking requirements and properties dedicated almost entirely to employment.


Some aging properties are now being reconsidered. At Grove 270, Buchanan initially purchased the property while evaluating its long-term redevelopment potential. The Great Seneca Plan had already identified the area as an opportunity for residential and retail redevelopment. (Buchanan Partners)

That creates a dramatic real-estate question increasingly appearing throughout the DMV:

Grove 270 could become one answer.

⚡ Montgomery County Is Trying to Speed Up These Conversions

The project's timing isn't accidental. The Grove 270 application was accepted on September 3, 2026 under Montgomery County's expedited Commercial to Residential Reconstruction process. County records list the application as E20260030. (MCAtlas)


The Washington Business Journal reported on September 14 that the 810-unit proposal is the largest project yet to enter that expedited pipeline. (Bizjournals)

That's significant because it could provide an early test of how large-scale office-to-housing redevelopment works under the faster process.


🌳 What Could the New Neighborhood Feel Like?

The initial rendering provides only an early look, so it's important not to overstate what the finished community will contain.

But the fundamental change is clear.

Instead of office buildings separated by expansive surface parking, the site could eventually contain multiple residential buildings organized as a neighborhood.

Future site plans will determine the precise architecture, streetscape, landscaping, amenities, open spaces and pedestrian connections. That's why the images should be treated as conceptual development visuals rather than a promise of exactly what will be built.


🏠 What Could Grove 270 Mean for Rockville Real Estate?

The clearest immediate impact would be housing supply.810 residences on approximately 25 acres would introduce a substantial number of households into an area historically dominated by employment uses.


That could increase demand for nearby restaurants, retail and services and place more residents near jobs throughout the Great Seneca corridor. It could also bring additional traffic and infrastructure demands, which will be important considerations as the proposal moves through review.


What we can't responsibly conclude yet is that Grove 270 will automatically increase surrounding property values. Real-estate values depend on many factors, including interest rates, housing supply, schools, amenities, transportation, construction timing and overall market conditions.


🤯 The Before-and-After Could Be Dramatic

This may ultimately be what makes Grove 270 such an interesting project to follow.

It's the kind of transformation we're likely to see debated more frequently throughout the Washington region as communities decide what to do with older commercial properties.


⚠️ Grove 270 Is Proposed — Not Under Construction

This is probably the most important caveat. 810 homes have not started construction.

Architecture, phasing, amenities and other project details can still change as reviews continue. So when sharing renderings on social media, the accurate wording is:

“Buchanan Partners is proposing up to 810 residences at Grove 270.”

Not:

“810 homes are coming.”

That keeps the story exciting without getting ahead of the approval process.


🌆 The Bigger Story: Shady Grove Is Becoming a Different Place

Grove 270 is interesting by itself. But zooming out makes the story much larger. The surrounding area has the Great Seneca life-sciences corridor, new housing, mixed-use redevelopment, Shady Grove Metro, The Grove, The Sage and other development activity.

Rather than remaining a landscape dominated by isolated offices, laboratories, parking lots and highways, portions of the corridor are gradually adding the residential component necessary to create more complete neighborhoods.


Grove 270 could become another major piece of that transformation.

And with 810 homes proposed on a 25-acre office campus, this is one Rockville development worth watching closely.
